China–Romania: A Solid and Enduring Relationship

Diplomatic foundations and mutual support

Romania was the third country in the world to establish diplomatic relations with the People’s Republic of China. Since the establishment of diplomatic ties in 1949, the two countries have always treated each other with mutual respect and equality, supporting one another on issues concerning their core interests.

In 2004, China and Romania established the Comprehensive Friendly and Cooperative Partnership. The bilateral relationship has stood the test of time and has continued to develop steadily.

Trade relations and investment overview

Romania is China’s fourth-largest trading partner in Central and Eastern Europe. The bilateral trade in goods has exceeded 10 billion U.S. dollars for four consecutive years, reaching a new record high of 13.45 billion U.S. dollars in 2024.

As of now, around 14,000 Chinese companies are registered in Romania, with a total investment exceeding 2 billion U.S. dollars. Chinese enterprises have actively participated in projects in Romania’s infrastructure, renewable energy, manufacturing, commerce, and service sectors — contributing significant tax revenues, creating numerous jobs, and making a positive contribution to Romania’s economic and social development, as well as to the improvement of people’s livelihoods.

Expanding Opportunities for Future Collaboration

Key sectors of strategic importance

At present, China and Romania have broad prospects for cooperation in various fields, including trade, investment, culture, education, and science and technology.

In terms of trade, Romania is one of Europe’s major grain producers and exporters, known as the “Granary of Europe”. There is vast potential for cooperation in the agricultural sector, and China is ready to work with Romania to actively promote the export of high-quality Romanian agricultural products to the Chinese market.

Romania’s economy continues to grow steadily, with strong market demands for:

  • automobiles,
  • new energy products,
  • home appliances,
  • mobile phones and other consumer electronics,
  • cross-border e-commerce.

These are all key drivers of trade growth between the two countries.

Focus on investment: new energy, ICT and manufacturing

As for investment cooperation, the number of Chinese enterprises visiting Romania for investment opportunities has been steadily increasing.

The main areas of interest for cooperation include:

  1. The new energy sector
Romania is rich in wind and solar energy resources, enjoys strong policy support and demonstrates great vitality in developing a green economy.

  2. The information and communication technology sector
Romania has a highly skilled workforce and abundant IT talent, with rapid progress in digital transformation.

  3. The manufacturing sector
Romania has comprehensive cost advantages, with well-developed industries such as automotive, electronics manufacturing and food processing, holding an important position in the EU’s industrial and supply chains.

Overall, the Chinese and Romanian economies are highly complementary, providing a solid foundation for bilateral economic and trade cooperation.

Local exchanges between the two countries remain close — to date, China and Romania have established over 40 partnerships between provinces and cities, which are actively exploring practical cooperation in the fields of economy and trade.

Vision and Political Commitment for the Future

The role of Five-Year Plans and international openness

Not long ago, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) successfully concluded. The meeting adopted the proposals for the 15th Five-Year Plan, providing a systematic blueprint and strategic arrangements for China’s economic and social development in the coming stage.

The scientific formulation and successive implementation of Five-Year Plans have been an important governing practice of the CPC and a key political advantage of socialism with Chinese characteristics. These plans not only chart the course for China’s economic and social progress but also inject strategic certainty and stability into a turbulent world.

The plenary session emphasized that China will:

  • further expand high-level opening-up,
  • uphold the multilateral trading system,
  • enhance international economic circulation.

Through opening-up, China aims to promote reform and development, sharing opportunities and pursuing common growth with countries around the world.

Diplomatic Platforms and the Spirit of Cooperation

Embassy support and forward-looking commitment

Over the years, the Chinese Embassy in Romania, together with various Romanian organizations friendly to China, has built platforms for communication and interaction between Chinese and Romanian enterprises, strengthened dialogue, enhanced mutual understanding, and promoted more mutually beneficial outcomes.

We will earnestly implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and continue to vigorously promote exchanges and cooperation with Romania in various fields — including economy, trade and city partnerships — to make new contributions to the cause of China–Romania friendship.
